Pages about streets and local buildings don't have to sound like tourist guides. They can be encyclopedic too.

The articles above need some work with citations, however you will find numerous examples from Europe and North America where streets and local buildings have articles on them and their history.
An example would be a project undertaken by Wikimedia UK called "Monmouthpedia":

Replicating this kind of project in an Indian city is possible, but may be difficult given the lack of coverage of minor topics in books and on the web.
