Some of the projects use http://wiki.debian.org/MeetBot to help stick to the agenda as well as ensure notes being taken for the meeting. http://fedoraproject.org/wiki/How_to_communicate_using_IRC is a simple set of guidelines that the Fedora project uses (I'm sure that other projects have their specific 'good things to do' list as well) and, http://fedoraproject.org/wiki/Extras/Schedule/MeetingGuidelines is for a specific group within the Fedora project.
