The tool is available on Labs; see https://tools.wmflabs.org/pathoschild-contrib/catanalysis/?cat=0&title=W.... The Toolserver version will automatically redirect when the Labs infrastructure is ready for the remaining tools.

Yes, as far as I know, Toolserver will stop working some time later this year. According to < https://meta.wikimedia.org/wiki/User_talk:Pathoschild#Are_you_migrating_to_T..., Pathoschild's tool will be redirected to Labs soon, and I know that SPQRobin also plans to move the other tool to Labs.
