Yes, as far as I know, Toolserver will stop working some time later this year. According to <https://meta.wikimedia.org/wiki/User_talk:Pathoschild#Are_you_migrating_to_Tools>, Pathoschild's tool will be redirected to Labs soon, and I know that SPQRobin also plans to move the other tool to Labs.
