The tool is available on Labs; see https://tools.wmflabs.org/pathoschild-contrib/catanalysis/?cat=0&title=Wp/tly&wiki=incubatorwiki. The Toolserver version will automatically redirect when the Labs infrastructure is ready for the remaining tools.
