It would make sense to require charity membership of those serving on
the formal board committees (Audit & Risk, and Governance), but
certainly not what we have called the 'working groups'. Membership has
never been needed to help out on the current tech committee, for
example, and we should try to make any replacement 'tech working group'
even more open and welcoming.

I'm wary of non-members being allowed to serve on any committee that
is enshrined in the charity's articles. If paying a fiver is a
concern, the board can always vote to exempt said prospective member's
fee.

The change in the articles will not require membership as a condition
of serving on a board committee, so it will depend on what policies we
set. It's open to discussion: what is your view?
