In English law it is called "fair dealing". See http://en.wikipedia.org/wiki/Image:Wikipedia-logo.png for the copyright template. I seem to recall the Foundation allows the logo to be used in for example press reporting about Wikipedia and so on. See also http://wikimediafoundation.org/wiki/Visual_identity_guidelines

I seem to remember that Wikipedia was a bit touchy about people using their logo, but fair use seems to allow it if you are talking about the logo's owner.
An up to date opinion on this would be useful.
