I agree - I dont see the advantage of this. A Scotland Committee, for instance, could probably be appointed without needing director powers.
They could be appointed, sure, but they couldn't do anything. They don't need all the director powers, just whichever ones are necessary to carry out the objectives the board sets them. One big one would be spending the charity's money (within a set budget).
