It's worth taking a look at what Wikimedia Deutschland did with regards photographing German MPs, see e.g.: http://wikimania2012.wikimedia.org/wiki/Submissions/Wikipedia_in_Parliament (There is presumably a video of their presentation somewhere, but I'm not sure where…)
