That's a bit of a crappy line to take (sorry). "Sommone can't really care to meet people or it would have ben pre-arranged". Quite likely it wasn't expected there would be much chance at all to meet generally, a lot of things like this are last minute because of time constraints or because somethng is resolved quicker than expected.
Did you ask last week "will you have a chance to meet people while over?" If so, you'd have learned it was not expected even a few days ago, that there would be any chance for other socializing because of tight time constraints.
