If we do get a UK registered charity going then I suggest the board look at http://en.wikipedia.org/wiki/Payroll_giving. I've given the article a partial rewrite, but from my experience, (including getting a 25% participation rate at the last placed I worked at) this is a very useful scheme to tap into.

Direct debits. Marvellous things. ORG (openrightsgroup.org) started with getting pledges of £5/month to get it started. They have, like, money and stuff now. Not buckets, but certainly enough to work with.
I'm sure the treasurer will investigate every possible way of funnelling money into the organisation!

If you want direct debits then you need the chapter to have a proper website.
The charity I work for has about £1m a year new direct debit income from the UK alone since we redid our website. The website cost only a month or so of time to do. But having the ability to set up DDs online matters and there are a few banking rules.
Online fundraising is something WMF is pants at.

Payroll giving would be even better than direct debits in many cases. We should certainly set up direct debits if we can. From the little bit of research into bank accounts I've done so far, it looks like we may have to pay fees for direct debits even if we don't have to pay them normally - I have no idea what those fees would be, but it sets a minimum amount it's worth having people pay - £5/month should be fine, though. Membership fees would be great if done through direct debit - stops people lapsing through inaction.
