Are you intending this to contain anyone who has every lost an election in the UK? Or just those who stood but *never* won?

Are you intending this to contain anyone who has every lost an election in the UK? Or just those who stood but *never* won?
Presumably those who pass en:wp notability anyway - people who have nothing other than being an unsuccessful candidate in an election generally aren't considered to pass notability by that alone.

I would have thought just the latter, but - as always - the community will decide ;-)
Subdividing to the level of [[Category: Unsuccessful candidates in the 1979 general election]], etc, would allow for the former.
