The BBC have put scanned mages of all 1920s copies of 'The Radio Times' online, as part of their Genome project:
http://genome.ch.bbc.co.uk/issues#decade-1920
in addition to the text which they already provided.
While not all of the content may be out of copyright, some is. I suggest we use:
https://commons.wikimedia.org/wiki/Commons:Radio_Times
to discuss and coordinate imports.
