Hi Mike,
It's not the first time the work has been discussed. It's been noted on wiki that it's been happening several times over the last few months, including calls to invite people to get involved.
The reason we're hiring someone to work on this as a project is because there's a need for focused attention on getting the web presence, bringing together the various organisations, setting up the event and so on. The board agreed to fund the project at the December board meeting. The work is funded by Wikimedia UK but the person will be working with several organisations. There is also the opportunity to attract match funding from the other groups involved in the project to extend the work if it's successful and I know this is being considered.
The fact we're recruiting someone to work on the project shouldn't put off anyone volunteering with this work. In fact, one of the aims of the project will be to bring together lots of different volunteer communities.
