One option you may want to consider is a "recommended donation" approach. My understanding (although I don't have a reliable source to hand) if that most people follow the recommendation in such circumstances, but people that can't afford it could easily pay less (or nothing).

As long as the donation is collected in advance, the issue of no-shows should still be solved to a reasonable degree (although if you do find lots of people are signing up and not donating, then you may have a problem - I think that is unlikely, though). You can also very easily make different recommendations for different types of attendee and let people decide for themselves what is appropriate for them (which is much easier than setting different prices, because you don't need to worry about precise definitions).
