There are a lot of crazy balloon stories from around that time...
Do you have any other sources? If that newspaper story is all we have, I don't think we can get a decent article from it - there isn't really more than about 3 sentences there.

There is a lot on Google Books. Caveat: the name of the lady involved is possibly too good to be true. The story was written up from the early 19th century. But they were not too good at citing their references, and urban myth is not to be ruled out. Sources in French would be good.
