I don't recall anyone ever proposing flagged revisions for the Template namespace, but can't see it doing much better.

I've stuck it up as a proposal on that page; considering I managed to spot quite a bit of gross incivility in the discussion, I'll wait and see when I've a burning bag of shog-dite on my doorstep. :P
