Likewise I think this is a good decision. A truly public mailing list is a valuable thing in many ways, just like a wiki history tab. For instance it will let people years in the future understand the background to decisions made by the chapter today, even after the people have moved on and forgotten.
We already have cases on 'linkrot' where chapter minutes or other wikipages are linking to mailing list archives that no longer work. This decision will make that less likely in the future.
