Yes, I agree that the tender document can be interpreted in that way. This is why I posed the question in terms of the ethos.

If it's just one document as Harry suggests, the maybe someone can reproduce something which does the job without having to fork out extra money?

Anyway, the other material will be available with a CC license. Does anyone know when?
