Available evidence strongly suggests that the IWF can and has blocked images.
“Obviously the list is never going to be given out,” says Robertson. “No one gets it [unencrypted]. We don’t allow a list of abusive images to be released to the public. What we can say is that details of every URL on it are shared with the police.”
That statement internally contradicts itself. It would also make meaningful auditing impossible.
