The Wikipedia.* domain names should all be held by the main Wikimedia Foundation rather than chapters, wherever it is legally possible for that to be the case, since the trademark is held by the Foundation, and only licensed to the chapters. I'm copying our CFO, Daniel Mayer, into this who is probably the best person for you to talk to about how to re-assign the domain if you're willing to hand it over to Wikimedia.
