As Richard mentioned, it's on the Global blacklist at Meta-Wiki, so you would need to add that link manually to the local whitelist of each wiki that you wish to use the link. The whole domain was added quite a while ago because it was being used for presumably abusive URL shorteners from what I remember looking at the Meta blacklist history.
