I may be reading this completely wrong - but is this some odd subdomain of uk.wikipedia.org? Dunno what's going on really, but if anyone's russian (or whatever language this is in fact!) is better than mine - maybe let me know ;-)

I think the Ukranian Wikipedia must have a welcome-bot with enotif installed and on by default. I just got a very similar email having gone to uk.wikipedia.org to work out what was happening!
