Maybe it's waiting for translation. Jimbo's Welsh appeal at https://wikimediafoundation.org/wiki/L11_1114_WMUK_Jimmy/GB/cy totally does work.
But on my system the url that the banners direct me to (e.g. https://wikimediafoundation.org/wiki/Special:LandingCheck?landing_page=L11_1...) does not work unless I manually remove the "&language=en-gb".
