No, it's not. It is up to the user group to select a representative, and that representative will be accepted by WMF (unless they are globally banned from events, and as far as I know, no one from Ghana is). The only problem would be if the representative cannot obtain a Schengen visa. That's why it's important to select the representative as soon as possible, so that the visa process can start as soon as possible, so that in case it is denied, there is still time to try with another representative.

As you may have heard already, our Learning and Evaluation team is working across grantmaking to plan a set of pre-conference workshop opportunities for the Wikimedia Conference [1] to develop movement leader skills for programs evaluation and design. The pre-conference plan is to dedicate half a day to introduction topics on Wednesday (May 13) and offer applied workshops on your selected toolkit topics during open Thursday (May 14).
If you are planning to attend Wikimedia Conference 2015, we need your input!
We want to know which workshops and session offerings you most desire, and who, among conference attendees, is interested in participating in the pre-conference workshops.

That is the issue. The conversation you pull below are from how many members of the community? Were the comments shared as a final say on the part of the community?
When did one, two or three members of the community's personal recommendations start to represent the whole community?
In all the lengthy emails you pull below, is Ato on it? Raphael? Sadat?

If I was, can you rightly say "later the rest agreed"? You seem to take things too far.
You are making a big mistake here, Felix. Because I said you "Deserved" to go, based on your works in projects etc, didn't make MY seeing you "deserved" a decision final of the community. I am a MEMBER of the community.
If you're bringing these messages up just to confirm your presumptuousness, then so be it.
The point? The Community did not, and have *never* discussed anyone going to WMCon before. It has never happened. You might find extra, additional emails out, and none will justify your presumptuousness.
I should be careful what I tell you these days because you might end up taking steps of your own interests, and end up pinning your actions on someone's words.
Bottom line is, the community did not decide for you to go. I said you deserved, and yes you deserved, but I never made that decision *FOR* the community.
And about the well-wishes, as you traveled, eei, I shouldn't 'safe journey' you? And by so doing, the "Community" endorses your travel? What do you think of me? You think the Wikimedia Ghana User Group belongs to me or what?
And on your return, hearing what happened at the event means the "Community" endorsed your representation? You've been disregarding involvement of the community in many fundamental communications of yours and your small-formed 'Wiki-task force', and I think that was the early signs.
Indeed, you should be astonished hearing yourself in your own words.

@Group How can we plan our activities so we don't miss important news like this? And how can we write to various chapters and let them know that there is an official group here?
Secondly, up to two people can attend. It makes absolute sense for one of the co founders to go too. So I am suggesting that @Rex you join if it won't affect your work. I would have, but I have to attend my graduation plus targeting Wikimania and that will be too many days of work lost, I doubt my boss will be tolerant.

No, it's not. It is up to the user group to select a representative, and that representative will be accepted by WMF (unless they are globally banned from events, and as far as I know, no one from Ghana is). The only problem would be if the representative cannot obtain a Schengen visa. That's why it's important to select the representative as soon as possible, so that the visa process can start as soon as possible, so that in case it is denied, there is still time to try with another representative.

As you may have heard already, our Learning and Evaluation team is
working across grantmaking to plan a set of pre-conference workshop opportunities for the Wikimedia Conference [1] to develop movement leader skills for programs evaluation and design. The pre-conference plan is to dedicate half a day to introduction topics on Wednesday (May 13) and offer applied workshops on your selected toolkit topics during open Thursday (May 14).
If you are planning to attend Wikimedia Conference 2015, we need your

We want to know which workshops and session offerings you most desire,
and who, among conference attendees, is interested in participating in the pre-conference workshops.
In order to help us design the best agenda for these days, please fill

Secondly, up to two people can attend. It makes absolute sense for one
of the co founders to go too. So I am suggesting that @Rex you join if it won't affect your work. I would have, but I have to attend my graduation plus targeting Wikimania and that will be too many days of work lost, I doubt my boss will be tolerant.

No, it's not. It is up to the user group to select a
representative, and that representative will be accepted by WMF (unless they are globally banned from events, and as far as I know, no one from Ghana is). The only problem would be if the representative cannot obtain a Schengen visa. That's why it's important to select the representative as soon as possible, so that the visa process can start as soon as possible, so that in case it is denied, there is still time to try with another representative.
The recommended guidelines for selecting a candidate are described

Rex, I am a bit surprise by some of your utterances. When have there ever been a situation whereby a decision has been made by the entire community?
Are you telling me that you are not aware or you haven't been part of a situation whereby a decision has been taken by a select membership of the community? You have conceded to the fact that in all the two situations Felix represented, you were aware. I was also aware and so was Sandister. Who else were you expecting to be part of the decision process for it to be a collective one? I guess you and Sandister are the co founders and none of you objected so what were you thinking?
Felix represented the community in his capacity as Community Manager. And the decision for him to even be the Community Manager wasn't taken by the entire community but didn't that hold?
If we want this community to advance I think we must do away this pettiness and focus on productive stuff.
Again I believe you can make your cogent points devoid of personal attacks. It's not fair to attack Felix' personality
