Here's the newest iteration of the request < https://meta.wikimedia.org/wiki/Requests_for_new_languages/Wikipedia_Middle_... which I take it is obviously getting rejected.
At this opportunity, I wonder whether we should implement some limitation (e.g. via Titleblacklist) against creating request no. 2, 3, 4, 5 without discussing it with Langcom first. It's a bit pointless to reject requests over and over again, just because people don't accept the policy and create a new one. Meanwhile, if for example a language was previously rejected but has now been recognized in ISO 639-3, that can be easily signalled and a new request created.
If such a blacklist is implemented, I would suggest to allow for request no. 2 (like an appeal) and start blocking with re-request no 3 and higher. best, Jan

Continuing requests for no new reason only increases the burden. Considering that it usually takes a considerable amount of time for a request to be rejected unless it is obvious, one option is to allow them to submit a proposal up to 3 times without limit, but only after a certain period of time has elapsed after being rejected. I would suggest specifying this period between 3 and 6 months.
Since I think that prior consultation with langcom will probably be the same as an appeal, the appeal will also be covered.
