Continuing requests for no new reason only increases the burden.
Considering that it usually takes a considerable amount of time for a
request to be rejected unless it is obvious, one option is to allow them to
submit a proposal up to 3 times without limit, but only after a certain
period of time has elapsed after being rejected. I would suggest specifying
this period between 3 and 6 months.
Since I think that prior consultation with langcom will probably be the
same as an appeal, the appeal will also be covered.

At this opportunity, I wonder whether we should implement some
limitation (e.g. via Titleblacklist) against creating request no. 2,
3, 4, 5 without discussing it with Langcom first. It's a bit pointless
to reject requests over and over again, just because people don't
accept the policy and create a new one. Meanwhile, if for example a
language was previously rejected but has now been recognized in ISO
639-3, that can be easily signalled and a new request created.
