Thanks, Asaf, for bringing this to our attention again. I've read through the discussion again which ensued predominantly in May, and have answered Wertuose's renewed request accordingly.
Gerard, in the last comment thread on this, you had written "I am in the process of looking into things". Please inform us of that process. There still is Michael's proposal on the table:
A crisis. A wiki exists with two sets of articles and half the community can’t read the other half’s texts. There simply must be a split, because transliteration does not work on technical and structural grounds.
A solution: Split the wiki into two.
Method A: Add a new “azb". Get the Arabic-script texts moved there. Leave “az" alone. We’re done. Problem solved.
Method B: Add a new “azb", and a new “azj" Causes more trouble than it is worth.
So far, the majority has expressed agreement with what Michael called "Method A". What has to happen in order to come to a consensus on the issue?
If we cannot get a unanimous decision on method A, I expect you, Gerard, to propose an alternative solution on which we can then vote. Thanks.
Fwiw, Oliver

I announced it on meta and will file a bug when this question https://meta.wikimedia.org/wiki/Requests_for_new_languages/Wikipedia_South_A... is cleared up.
I am quite glad that this long-standing issue can now be resolved, thanks to the vanishing of Gerard's mysterious contacts.
