Subject: simple and effective creation process for chapters
To: Wikimedia Mailing List <wikimedia-l(a)lists.wikimedia.org>
hi,
out of the experiences of creating 50 chapters, and the recent
frustrated feedback from persons involved in the creation of new
chapters, e.g. belgium and ghana, could we please find a simple and
effective way to organize the chapters creation process? existing
chapters not meeting the requirements have 3 years to adjust their
bylaws.
target and purpose of chapters:
chapters match a country as defined by the league of nations defined
in 1939 and reaffirmed by the united nations in 1945 [1], to follow
local jurisdiction. they are membership organizations.
requirements to be a chapter in the bylaws:
* support the mission of the wmf
* be a membership organization, i.e. the highest body is
the assembly of members
* be a member must be possible for everybody who
contributes (i.e. edits, writes software used by wmf projects)
at zero cost (or low cost, e.g. price of one meal?)
* meet the tax exemption criteria. justification needed
if not possible, reviewed regularly.
* an audit committee, consisting of members, who are also
allowed to seek professional help
this means chapters can created within days, not years. the rules are
clear right from the beginning. measures are already in place if
something goes wrong.
problems addressed:
* creating a chapter is possible immediately one
finds the legal minimum number of contributors in a
country, most of the time 2 or 3.
* the bylaw requirements guarantee contributors can
easily join any time and no lockout can happen.
negative example: german football federation,
allowing a red bull club (rb leipzig) with 7 members, exorbitant
membership fee, existing rb leipzig board decides who can
become member.
* proper names may be used immediately, current negative
example: "planning wikimedia ghana" registers facebook, and
other social accounts with a temporary name to gather
people. the risk is that it is "planning" forever. later change
of such accounts is nearly impossible without breaking history.
* bank accounts with limited liability are used immediately,
allowing to properly pursue misuse in local jurisdiction. negative
example: kenya, where money disappeared from a
personal account.
* the bylaw requirements allow the inclusion or lockout of people
not contributing at the chapters discretion. example: germany,
switzerland allowing persons and even legal entities to become
member.
* it allows to organize itself in some federal way within a country,
at the discretion of a chapter.
* it guarantees to have the highest level of local jurisdiction control
by meeting tax exemption criteria. examples: germany, uk.
there critieria are in place which can be fulfilled, austria. criteria
exist what cannot be matched, but discussions are ongoing to
change the law.
* initial signing of policies and contracts with the wmf is not required.
using trademarks without approval is easily controlled by established
procedures (legal, fdc, etc). the movement is used to deal with
people and organizations trying to do that every day, in many
countries.
* "contributing" is easily and globally defined by commits, and edits,
as currently used for elections [2]
* no block is there by enforcing auditing costs, as well preventing a
chapters board to "appoint a best friend auditing firm". negative
examples: enron, which was audited by arthur anderson, and
anyway exploded. positive examples: wmf, using volunteers and
kpmg, most chapters.
* there is no different treatment of newborn chapters, chapters with
experienced boards, and chapters who just changed the whole board.

..... So check your inbox. If you were accepted to attend, I'll say, don't
be excited fully yet. A few parameters and methods need to be set and
called respectively. Enough of code jargons. Let's face it.
Getting scholarship to attend Wikimania in London this year by the
Wikimedia Foundation DOES NOT literally mean you're there. To realize your
body in London, you need to first make the local United Kingdom embassy
satisfied that your literal body is worth entering London, and that body is
bound to come back. Enough of lengthy English.
What do you need?
0) Submit or present a good-looking application. I don't have to say this
but it doesn't hurt to remind ourselves. If its an online form, be sure
what you're entering and where and how. And, Follow instructions as per the
application process. ( its like chemistry or physics high school exams in
Ghana; the instructions are more than the questions sometimes, so of you
don't follow the instructions, are likely to fail, by answering a question
meant for Gambians )
1) Bank statement - Good one
2) Passport - Ghana says something is called biometric, so get it koraa
ansa.
3) Birth certificate - if your birth certificate was issued earlier than
2009 or so, please go for a biometric one. Trust me, Ghana with their
biometric, if you don't have it, you'll be frustrated.
4) Medical report - either from 1) a regional hospital or 2) recommended
hospital by the UK embassy. If you Go to mere clinics for the medical
report, please, I promise you you'll be disappointed.
5) Police report. Get it, you can get it fast, in less than 7 days.
However, it comes at an express price. In Ghana, you know what express
means. Contact me if you'll need help with the police report, I've got a
police 'client' at the headquarters.
6) Proof of sufficient financial means. Isn't that the same as bank
statement? No, I don't think so. The bank statement is a piece of paper
with perforated holes at the edges with some fade signatures and
credentials pertaining to the bank. The Sufficient Financial Means refers
to the DIGITS or Numbers on that paper. Those digits are what actually
proofs whether you've got enough sustainable funds to support yourself.
Plus you've got good track record of substantial money passing through your
account. It shouldn't be a billion dollar money moving in your account, but
once again, I say, it should be substantial.
If you've travelled to UK before, your case might be different as you know
the process plus your passport will tell you've been there before.
However, if your passport is as brand new as mine was ( mine was less than
72 hours old when I presented to that old woman at the US embassy) you'll
need to adhere to the aforementioned requirements even tighter.
Remember, the Wikimania team have only given you scholarship to attend, NOT
visa to attend. You MUST work your way out through the embassy.
We look forward to some part of assistance from the inviting organization
in London, however, if YOU DO NOT satisfy all the requirements above and or
any other the embassy might and will likely require, don't worry much, as
there is little help the inviting organization can bring on board to assist
you.
Wear your sleeve first, and Wikimania London team will put on the remaining
tie for you.
If any questions on how to go about things, or facing challenges in visa
acquisition anytime, drop a message, and we can offer any tip we've got.
Did I miss any point? Please complement with your thoughts.

Hello All,
I would like to ask for your support for the WomenWhoInspire Campaign on
social media currently being run by the WomenWhoInspire team and MyVoiceGH.
WomenWhoInspire is an online project created by a group of Ghanaian women
as a contribution to the 2014 International Women’s Day theme: Inspiring
Change! WomenWhoInspire is a reminder through video, photos and words that
women everywhere are powerful, beautiful and truly inspiring.
I would like us to share our stories or the story of any women that
inspires us. *There are a lot of amazing women here in this group*. I was
also thinking we could use this as an opportunity to start articles on some
notable women on Wikipedia.
Questions for 1 min video:
1.
"My name is ... and I hope my story inspires you",
2.
I am a / the …. eg mother, student, Manager of…[they can give multiple
roles]
3.
I use technology to / when... eg I use technology when I use to
communicate with friends and to get my work done.
4.
Another woman who inspires me is ….
5. My three words of inspiration to women are...
For those of us that are not comfortable with the video, I have attached a
template you could print and write your words of inspiration on and take a
photo with it instead

Subject: [Wikimedia ZA] Fwd: Train the Trainers workshop before Wikimania
To: "wikimediaza(a)lists.wikimedia.org" <wikimediaza(a)lists.wikimedia.org>

Hello everyone,
Below is an email from Wikimedia UK that I want to share with you all.
---
Hello fellow Wikimedians,
As you may be aware, Wikimedia UK is hosting a Train the Trainers workshop
just before Wikimania for international Wikimedia affiliates
representatives. The targeted attendees are someone that's coming to London
for this year Wikimania, from a chapter or thematic organisation that is
either already offering or planning to offer Wikimedia training in their
respective countries. It will be a chance to see our course in action and
experience what our volunteers go for. The aim is to filter down the
messages and to take any lessons back home especially if you may offer your
own Training the Trainers for your own volunteers.
More information and registration is at <
https://donate.wikimedia.org.uk/civicrm/event/info?id=68&reset=1>.
Wikimedia UK will pay for the training, the venue, and lunch and
refreshments during the two day. Wikimedia UK will unfortunately be
unlikely to be able to support accommodation. The course will be held in
English. There are 12 places available on the course. The deadline to apply
for a place is Sunday 15 June 23:59 BST, after which confirmation of places
will be given.
Hope to see many of you in London in August,
Katie
