I think will be great, if updates of MediaWiki software on Wikimedia servers will be announced in this mailing list. Of course, I could look into Special:Version :-), but it'll be more handy.

IIANM, Wikimedia servers are running (almost) directly from the Subversion trunk, which means any change to the software affects Wikipedia (almost) immediately. There are no explicit version releases that could be announced.
If you want to be reminded of any software change, you could subscribe to mediawiki-cvs (see http://mail.wikipedia.org/mailman/listinfo/mediawiki-cvs), but be advised the number of commits is not really low...

As far as I know it's not always the case. Servers are updated with some delays. One available indicator - version number. You could compare it with latest changes in SVN to see difference.

Well, sure, that is why I've said "(almost)". But, IIANM, the syncing is done quite routinely. Anyway, if I may ask, I would prefer not making a list called "i18n" turn into a "sync-notification" list. If you need that (and if it is not already somewhere else, which is also quite possible), ask for another list, please.

I'd be against doing that on the grounds that there isn't a good reason to.

What about a comment on the message php page saying: "if you implement a new message / change its functionality, please drop a message at mediawiki-i18n@mail.wikimedia.org explaining what it is intended for, so we can translate it on the different languages?

We have frequent updates announced on this list as it is. Niklas publishes a weekly update, and I tend to shout to the list before doing any renaming or fiddling anyway.
