The problem is that those strings are marked as optional by
Translatewiki and AFAIK there isn't a way to see what strings are
optional for a project without digging around in source files, but
maybe I'm wrong.

It's done by Translatewik itself through an export driver. The code is
all in /extensions/Translate in the MediaWiki SVN:
