in general this is correct. The "requisites for final approval" are listed
in the Language Proposal Policy, which lists most of the steps done by
Langcom: <

As you can see, the two requirements (test-wiki activity and interface
translation) are not written in a hard-and-fast manner, but are open to
interpretation - except that for the first project in a language, the
translation of all "most-used" MediaWiki messages is required.
Elsewhere on the page it says "at least five active users must edit that
language regularly". A good rule of thumb is to see if the activity is
sustained over at least several months by at least several users. Incubator

links to two tools, for checking localisation requirements and
wiki-activity, respectively.
