in general this is correct. The "requisites for final approval" are listed in the Language Proposal Policy, which lists most of the steps done by Langcom: <https://meta.wikimedia.org/wiki/Language_proposal_policy#Requisites_for_final_approval>. As you can see, the two requirements (test-wiki activity and interface translation) are not written in a hard-and-fast manner, but are open to interpretation - except that for the first project in a language, the translation of all "most-used" MediaWiki messages is required.
Elsewhere on the page it says "at least five active users must edit that language regularly". A good rule of thumb is to see if the activity is sustained over at least several months by at least several users. Incubator info pages like https://incubator.wikimedia.org/wiki/Wp/ddg give convenient links to two tools, for checking localisation requirements and wiki-activity, respectively.

Also, <https://meta.wikimedia.org/wiki/Language_committee/Handbook_(committee)> might be a useful walkthrough through some processes. But feel free to ask away if anything (else) is unclear!

Although the discussion was not conducted on the RFL page, discussions related to Wp/sdc are in progress in Wp/src belonging to the same macro. Several major contributors to both projects are the same.


Before we approve this, we may consider what is being discussed here. I got a message about this right after I sent the mail. I have not yet reviewed all of the claims made.
