I would like everyone to have a look at Hindi Wikivoyage as well.[1] The comunity has been active for the past 6 months with at-least 3 editors every month.[2]
They have written some very good articles as well.[3] [4]

Hoi, What do you mean by "required"? For secondary projects all messages need to be translated.
It is possible that topics like this have been discussed in Berlin but no documentation has been produced even though it has been promised repeatedly to me by Milos. So I do not care at this time about that at all. Thanks, GerardM

If I read the statistics correctly [1], only 36% of all 30,388 MediaWiki messages have been translated (a further 2% are out-of-date), i.e. 19,359 have never been translated in the first place. Even of the most important 585 messages, one is out-of-date.

Codelookup stats say that 85 core MediaWiki messages are yet untranslated. One community member has said that these will be translated in a day or two.[1]
While there are more than 2000 untranslated messages in the Main extensions used by Wikimedia. But I don't think these will be required.

Hoi, The original thought about translating all messages is that it is for the community to continue translating after the initial project starts. There has never been a limitation in the number of messages required for subsequent projects. First the most used messages and then all messages. Thanks, GerardM

Have you forgotten that we changed the policy some years(?) ago to now say the following?
“[it is required that] There is a continuing effort to translate the MediaWiki interface into that language so that nobody is excluded from participating if they do not understand the English-language user interface. As a baseline, it is recommended that you begin by translating the "most used MediaWiki messages". These are the messages that are of highest importance to our readers and users. If a Wikimedia project in your language already exists and these messages have already been translated, we ask that you show evidence that localisation is continuing to be improved and maintained at a reasonable pace.“

Hoi, There is no evidence of a continuing effort, far from it. With Satdeep being aware of this requirement there is now some activity. That is a positive.. In the past I have advocated for consideration for Wikisource. The argument is that Wikisource is used by an editor community and hardly used by readers. This is where it makes sense to be lenient.
