i agree that the draft move and breaking the link to the german wikipedia is not really helping the case here. a tag "translate from german" would have been the better option. maybe we could dump this on the bot authors to improve?

From what I read in the discussions, the challenges were several folds. Missing references was one, but often, it was also information being incorrect as well. They were not deleted (moved to draft) because of a notability issue, but really due to quality issues. And since the biographies are living people... we just can't stay with that risk (over 16 000 articles concerned !) From what I understood (not 100% sure of that), they will only be kept in draft for a while, then the drafts will be deleted.
