I think Open Movement or Organization can refer to any organization that is basically involved in providing and sharing knowledge and education. It can also involve the use of ICT.
I'm not fully sure if it makes sense. But i pulled this definition which i think should help: a term used as a catch-all to refer to attempts to make information freely-available. This includes, amongst others, Open Source Software, Open Educational Resources and Open Access.

2. Linux users. Any group of them. They deal with open software right?
Basically even if its you and your grandma engaged in any open software or idea use, both of you have your open movement going.
It depends on how you explain your answer.
