This thing had been in the mailing list for a while, perhaps you should have started the conversation and naturally proceeded to lead.
Because unfortunately, some people have come forward already, some of which were involved in the 2016 one you held. And to ensure continuity, what I can do is to put them (the names I have) in a group, point them to your project report and you are free to advise them on what to do.
You can all work together somehow.

Hello Sandister, Felix myself and some members from Wikimedia Usergroup Ghana and some volunteers from OFWA organized it last year. As it stood we had some few more places to cover based on the plans for last year. Judging from from the experience last year , we learnt a lot and I believe that will best places me to lead it this year since it will be a continuation of what we started last year.

Hello all, we received a message from the Wiki Loves Monuments team via the mailing list some time back.
I think we need to assign local organisation to someone to lead. Anyone here who has desired to lead a Wikimedia project but has never done so before?
Let me know. You don't need any experience, just enthusiasm and time.
What you will do is just follow up on the dates, lead discussions on what we can bring to the project this year, draw up a grant (I will help you), lead publicity etc.
