Trust me Rex, I will never classify this contest as WP:PAY. If you it is then you're saying we shouldn't organize contests to improve articles?
Also to *you* contests such as Welcome to Setswana Wikipedia Challenge http://www.google.com/events/setswana-wiki/index.html by Google in Botswana, and others, was WP:PAY https://en.wikipedia.org/wiki/WP:PAY? I recommend you read all about WP:PAY before putting good initiatives in the hole! :P

I hardly see any difference between this and paid editing. Its like encouraging someone to edit anything he likes, and reimbursing him or her at the end.

The Stub Contest [2] is a short intensive contest focusing on de-stubbing and expanding as many of Wikipedia's stub articles as possible. It has been run twice: first in November/December 2004, and then December 1-31 2013. Nine years is a long time between drinks!
It is running again, from 1 - 30 September 2014, with prizes (Amazon vouchers) awarded a few weeks afterwards.
