Hi, all! I am the president of Wikimedia Norge now, and we have a project idea to create Wikipedias in Kven [fkv] (5000 speakers in Norway), Southern Sami [sma] (600 speakers in Norway and Sweden) and Lule Sami [smj] (2000 speakers in Norway and Sweden). Hoi, I would be really pleased when you "prove" that the requirements for languages like these can be met. I would be positively happy. My advise make it a project with clearly timed goals. As to localisation the first objective is 50% of the most used messages. This is where the localisation update may kick in and where you get the messages in the incubator. Do not forget to localise the Babel extension. It makes a big difference in the use of Wikidata. When you start writing articles, Do whatever you like but from a demonstration pov do include a set of connected articles. Particularly about the own language and culture. Hoi, We have NEVER stated anything about the way localisations are done.. We just need them done. If you pay someone to localise the messages, consider what functionality is important to your editors... You may want to edit things outside of the magical 500.. This is where the localisation update may kick in and where you get the messages in the incubator. In fact currently policy of translatewiki.net is to require "18% of the core MediaWiki messages" (it results to ~500 messages, ie. the number of the most-used messages) [1] before they export anything for a newly localised language. I would love if we could convince them to lower that requirement, maybe at the same time an update of the list of most-used messages. I recently had a user on Incubator who made 400 translations and was rather frustrated that that was not enough to show up on Incubator.
