Agreed with everything Gerard says.<br>Just one note re<br>&gt;&gt; As to localisation the first objective is 50% of the most used messages.
 This is where the localisation update may kick in and where you get the
 messages in the incubator.<br>In fact currently policy of <a href="http://translatewiki.net">translatewiki.net</a> is to require &quot;18% of the core MediaWiki messages&quot; (it results to ~500 messages, ie. the number of the most-used messages) [1] before they export anything for a newly localised language.<br>
I would love if we could convince them to lower that requirement, maybe at the same time an update of the list of most-used messages. I recently had a user on Incubator who made 400 translations and was rather frustrated that that was not enough to show up on Incubator.<br>
