The activity is good, and the localization is complete.
I've been trying to find an expert, which was surprisingly difficult. I found a teacher on academia.edu, who responded to me as a message on that site that it's indeed Fante, except some spelling errors. It's hard to copy messages from that site, but I hope you trust me :)
If anyone wants to check with another expert, I won't object, but I think that's enough.

Everything looks good to me. The random sample of articles I checked looked quite good and thorough.
If you are in touch with the contributors, you could tell them that they need more [[internal links]] in their article – of the articles I checked, I saw very very few links to other articles, and if there are no links the articles won't be counted as articles (for {{NUMBEROFARTICLES}} and in Special:Statistics), see Manual:Article count https://www.mediawiki.org/wiki/Manual:Article_count, making the Wikipedia seem smaller than it actually is when it is created. If you aren't actively in touch with them, I can tell them myself.

I am happy to see yet another African language close to having its own Wiki :)
I do not have any major objections on approving the project, but please if you contact them (either you Jon or Amir), please tell them to always add a "references" section in their articles even if it is empty. Having checked a sample of their articles, I did not see the references section, and most articles lack references (this is understandable given the difficulty of finding sources in our context, but it is a good practice to have references section especially now that when they will have a "public" wiki, other people that they might not know will also start editing there).

Could you briefly explain the relationship with Twi? Was akwiki "intended" to encompass both Twi and Fante, but it turned out they are too dissimilar from each other?

I don't know what was intended with Akan exactly. As far as I can see, It was created in 2004, and Twi was created in 2003. I'm not sure what prompted the creation. If anyone knows how to find more documentation about their creation, such as bug reports, talk pages, or configuration file logs, I'll be very thankful.
Maybe that was the intention, but I'm not sure. I might be wrong, but my wild guess is that there was no particular intention behind it, and it was just one of the many wikis created back then without a lot of background checking.
Since 2018, I asked several people to check the content in Akan, and they all said that it's all only Twi (Akuapem and Asante) and not Fante.
At some point I thought that maybe it's good to keep ak for Akuapem and dedicate tw to Asante, but everyone said that Akuapem and Asante are almost the same in writing, while Fante is distinct, and the term "Akan" includes all varieties of Fante and Twi.
