Hi Christophe,
According to the Language Committee Handbook,[1] I am notifying you that the committee supports the creation of the Livvi-Karelian Wikipedia at the domain olo.wikipedia.org.
Livvi-Karelian[3] is one of the Karelian languages, spoken in Northern Russia. The Wikipedia in it has been active in the Incubator for over a year, and the texts in it were verified by an external expert (see the forwarded email below).
If there are no objections from the Board, then after four days I will request the creation of the domain from Wikimedia's operations people.
Thank you!

Counting how much time is needed for a project to come to this stage present, I don't think four days are a big deal. It's also a good idea to give the Board a legal method to block project creation, than to come into awkward situations.

This seems to be a good time then to update the onwiki documentation to the actual practice or to what we would like it to be.

Yes, it would be good then to add it into the policy.

Please see the mails from the thread "Approval of Konkani Wikipedia" from https://lists.wikimedia.org/pipermail/langcom/2015-March/thread.html and https://lists.wikimedia.org/pipermail/langcom/2015-April/thread.html, especially this one from SJ: https://lists.wikimedia.org/pipermail/langcom/2015-March/000221.html And the last mail about it (from yours truly): https://lists.wikimedia.org/pipermail/langcom/2015-April/000230.html It is possible that afterwards I did this "1 week public notice" thing for some time when processing requests, I don't really remember. However in more recent times I clearly had forgotten about that. I think when others handled requests they also went ahead straightaway to file a bug on Bugzilla/Phabricator. This seems to be a good time then to update the onwiki documentation to the actual practice or to what we would like it to be.

Counting how much time is needed for a project to come to this stage present, I don't think four days are a big deal. It's also a good idea to give the Board a legal method to block project creation, than to come into awkward situations.

Mmmm... I have a very vague memory of something like this, but it must be documented properly and not as "some mail" :)
These two pages do mention the board:
- more official:
https://meta.wikimedia.org/wiki/Language_proposal_policy
- less official:
https://meta.wikimedia.org/wiki/Language_committee/Handbook_(committee)
If it's not required, they must be updated.

According to some mail from the board some years ago, we can nowadays proceed with approving new languages without contacting them at all, no? ;)

Thank you!

Thanks!
It's been over a week without objections, so according to
https://meta.wikimedia.org/wiki/Language_committee/Handbook_(committee) , I am moving to Board approval.

Hi,
The Wikipeda in the Livvi-Karelian language has been pretty active in the incubator. After noticing it, I sent a request to an expert I found: Tatyana Pashkova, candidate of sciences in the Petrozavodsk State University, specializing in Karelian languages. This was back in July, and today she finally replied and said that the language is indeed Livvi-Karelian (see the forwarded email conversation in Russian below).
The activity in the incubator is still pretty good, with at least four contributors making dozens of contributions every month for the last year, and the translation of the most used messages is complete.
Given all this, I suggest approving it and creating the domain olo.wikipedia.org.
