I am going through https://meta.wikimedia.org/wiki/Category:Open_requests_for_new_languages , project by project, letter by letter, up to ten requests per email, one email per day.
I am now working on Wikipedia, and today I'm handling the letter S.
I took the liberty to delete https://meta.wikimedia.org/wiki/Requests_for_new_languages/Wikipedia_South_A... . It was posted by a user who didn't do much else, is blocked on two wikis for sockpuppet abuse, most of the request's content is copied from another website, so it's both worthless and a copyright violation, and there's no content in the Incubator.
