Building on UNESCO’s 2012 Paris OER Declaration and on the European
Commissions Opening Up Education Initiative, the present Declaration
calls on the Moroccan Government and on all sectors of Moroccan
education to endorse the following recommendations:
a. Foster awareness of all forms of open education across all
sectors of Moroccan education, promoting Open Education Practices and
the use of Open Educational Resources to widen access to lifelong
learning at all levels.
b. Encourage the use of open licenses (e.g. Creative Commons) for
all educational materials produced with public funds, enabling different
kinds of use, while respecting the rights of copyright holders.
c. Encourage the development and adaptation of Open Education
Resources in a variety of local languages and diverse cultural contexts
to ensure their relevance and accessibility.
d. Support the development of user-friendly ICT tools to find,
retrieve and share Open Education Resources that are relevant to the
needs of teachers and learners, based on open standards to ensure
interoperability and reuse of open courses, resources and assessment
materials.
e. Reinforce the development of institutional strategies for Open
Educational Resources and open online courses, including rewarding and
incentives schemes for the staff adopting Open Education Practices
f. Support capacity building on Open Education through adequately
funded professional development programmes for teachers and other key
personnel, which take into account local needs and the full diversity of
learners.
g. Foster strategic Open Education alliances at national and
international level, creating opportunities for sharing openly licensed
courses and materials, and ensuring sustainability across all sectors
and levels.
h. Encourage and fund research on Open Education, in order to
strengthen the evidence base for public investment in Open Education in
general and Open Educational Resources in particular.
i. Support the Open Education community in Morocco, by organising
an annual event where Open Education practitioners and researchers can
present their work and share expertise and by promoting the
participation of Open Education practitioners and researchers from
Morocco at relevant international academic events so their work can gain
more visibility

<https://outreach.wikimedia.org/wiki/Education/News> is out. If you are
going to Wikimania make sure to check out the article about all of the
education related sessions. We also have some really interesting community

article's talk page!
I'd like to take this time to also say that* we'd love to have more
volunteers work with us to produce this newsletter.* Having monthly issues
is a great way to make sure we are aware of what is going on with WEP
around the world, but also requires a lot of bandwidth from our small team.
Please reach out if you are willing to join us :D.
Finally, we want your stories! *Don't forget to submit your stories for the
next issue by 20 August! *You can submit by heading to the newsroom

Hi all,
As we have stated in our annual plan [1], “currently, community members
must search many pages and places to stay informed about Foundation
activities and resources.” We have worked in the past two quarters to
create a single point of entry. We call it the Wikimedia Resource Center,
and its alpha version is now live on Meta Wikimedia:
https://meta.wikimedia.org/wiki/Wikimedia_Resource_Center
As the movement expands to include more affiliates and more programmatic
activities every year, newer Wikimedians are faced with lack of experience
in the movement and its various channels for requesting support. In order
to expand Wikimedia communities’ efforts, we want to provide easy access to
resources that support their very important work. The [[m:Wikimedia
Resource Center]] is a hub designed in response to this issue: it is
intended to evolve into a single point of entry for Wikimedians all over
the world to the variety of resources and types of staff support they may
need to develop new initiatives or also expand existing ones.
This version of the Resource Center is only the beginning. For phase two of
the project, we will enable volunteer Wikimedians to add resources
developed by other individuals or organizations to the Wikimedia Resource
Center, and in phase three, the Wikimedia Resource Center will include
features to better connect Wikimedians to other Wikimedians that can
support them.
We want to hear what you think about this prototype and our plans for it!
If you have comments about the Wikimedia Resource Center, you can submit
your feedback publicly, on the Talk Page, or privately, via a survey hosted
by a third party, that shouldn’t take you more than 4 minutes to complete.
A feedback button is on the top right corner on every page of the hub.
Looking forward to more collaborations!
Best,
María

Hello folks,
Good day and I want to share an exciting news.
In Armenia, I talked about the internationalization and the importance of
translation
<https://docs.google.com/document/d/1K3iqJTXH36UTLRltd-KLdiUE6Tg-2fk-bbq9pxE…>.
I think this is really a crucial part of the movement if we really want to
make it a global and integrated one.
After I got back to Taiwan, a start up company of professional translation
online service approach to our chapter. The company is called termsoup
<https://termsoup.com> and they are providing very user friendly
translation interface. The company is happy to provide its service of
Wikipedia translators free of charge since the service itself benefit from
the API of Wikipedia.
I am thinking about maybe we can set up a filtering process to a broad
Wikipedia just like the TWL project that they deal with journal publishers
to provide valuable user account access for Wikimedians who contribute, so
can we incentivize professional translators to provide their service by
providing them termsoup free for certain period account.
What do you think? Is translation service too far fetch to Education or
it's a good idea?
I also forward this email to Amir, so he may provide his insight on this.
Best,
Liang

Dear Colleagues,
With only three weeks to go until Repository Fringe 2017 takes place at the John McIntyre Centre at the University of Edinburgh on 3 & 4 August, registrations are filling up fast and we have a packed programme which will hopefully pique your interest!
Registration closes on 28 July so make sure you register now at: http://www.epay.ed.ac.uk/conferences-events/information-services/informatio…
We have a really exciting programme lined up this year with a range of topics including:
· Kathleen Shearer, COAR - Raising our game - repositioning repositories as the foundation for sustainable scholarly communication
· Paul Ayris, UCL - The Empires of the Future are the Empires of the Mind’ [Winston Churchill]: Defining the Role of Libraries in the Open Science Landscape
· Chris Banks, Imperial College - Focusing upstream: supporting scholarly communication by academics
· Ewan McAndrew, University of Edinburgh & Navino Evans, Histropedia - Wikidata I/O Showcase
Programme Hot Pick - Wikidata Showcase
This Wikidata event at Repo Fringe is scheduled for 1pm to 3.15pm on Friday 4th August. It will be split into two main segments.
Part 1: Adding data to Wikidata: the Wikidata hackathon
The first session, from 1pm to 2.30pm, will focus on how to add data to Wikidata so this will include a short intro to what Wikidata is before looking at how individual items of data can be added to and, importantly, backed up with references as part of a data hackathon.
Part 2: Querying and visualising Wikidata
The second session, 2.30pm to 3.15pm, will look at how the data in Wikidata can be consumed, queried and visualised; whether it’s Voltaire’s works, the collections of the National Library of Wales, an analysis of MPs’ occupations or the 3 million linked citations visualised using the new Scholia tool.
In addition to these sessions we are also running a SPARQL workshop from 9.30am-10.30am on Friday morning.
Find out more about our programme at: http://rfringe17.blogs.edina.ac.uk/programme/
2017 marks the 10th Repo Fringe where we will be celebrating progress we have made over the last 10 years in sharing content beyond borders and debating future trends and challenges.
We look forward to seeing you in August!
