We mapped the current digital literacy frameworks and developed module
structures for Wikimedia at basic, intermediate and advanced levels. We
identified potential stakeholders and ways for collaborations at these
levels. We proposed the development of a global digital literacy framework
that corresponds with the Movement Strategy direction.
Although it has a UK context, we believe that other chapters and user
groups can benefit from this research.
You can use it for:
- developing a framework that is relevant for you locally
- providing a background for negotiations with policy-makers and
educational institutions in your country
- building educational modules and inspiring collaborations
- generating interest and debate in the movement to feed the Movement
Strategy

The long-awaited moment has finally come. The EP JURI Committee vote
will take place on 20 June at 10:00 CEST. For this reason we were
working hard last month. We were in Brussels at a meeting with MEP
Geringer, we set up a new website for the Copyright For Education
project and we prepared a communication plan around voting in JURI.

Followed by the EUROCLIO meeting with Voss, we reached out to MEP
Geringer. Here is a short report from Alek Tarkowski (Centrum Cyfrowe,
Communia), who met with MEP Geringer to discuss educational exception in
the DSM Copyright Directive.

de Oedenberg. She plays an important role in the ongoing copyright
reform process, as she’s the Shadow Rapporteur on the Directive, on
behalf of the S&D group. During the meeting, we presented to her our
concerns, regarding both art. 4 and other articles that are of interest
to the educational community. MEP Geringer has a good grasp of these
issues, and to a large extent shares our position. She promised to fight
against any last-moment changes that could be adverse to educators, and
was in particular interested in the issue of possible compulsory
remuneration (which fortunately for now is gone from the proposals that
are on the table).”/

Last week, our new copyrightforeducation.eu website was launched. Its
aim is to draw the attention and influence european legislators in
creating a better copyright law for education. We believe in policy
decisions that are based on evidence, thus you will find there all the
studies that we have been conducting in the past years on the issues of
copyright and education. An important element of this website is
thecontribution of our community. Teachers, educators, activists, who in
recent years have supported our efforts are saying, why they need a
better copyright reform for education. You can show everyone you are
part of our community for a better copyright by sharing your logo with
us (education(a)communia-association.org). We will then put it on the website.
*Social media campaign before JURI vote *
We have created a social media campaign that we are promoting on Twitter
and Facebook. The campaign is based on photos of teachers, educators and
activists from our community who are talking about why copyright reform
should support education. You will see familiar faces on Communia social
media accounts:

You can help convince the members of the JURI committee to vote for a
better copyright exception for education by sharing, liking and
retweeting the images. If you would like the media directly, please mail

*Policy letter to JURi committee members*
On Thursday we sent a policy letter to all members of the JURI committee
asking for a better copyright for education. We hope this will help the
committee members remember what is at stake for education in this vote,
and that they will support an open, broad and flexible exception.
Highlight of the letter: “We ask you to support a mandatory exception
that is the same in each country, for non-commercial education that
facilitates cross-border sharing, without any licenses or compulsory
remuneration attached by force of law.”

*Copyright For Education Community on UNESCO Recommendation on Open
Educational Resources 2018*
Thanks to the contribution from members our community we have submitted
joint comment on UNESCO Recommendation on OER. It was signed by 11
organizations - EUROCLIO, LLLP, The Media and Learning Association,
SPARC Europe, The Open Education Working Group from Open Knowledge
International, KlasCement.net – Educational Resources Network, Communia
Association, Free Knowledge Advocacy Group EU, Wikimedia Deutschland,
EDUin, Aliance pro otevřené vzdělávání. In our comments we focus on
issues concerning copyright reform and educational exception as we think
they are crucial to support the creation of high-quality OERs.
*SCCR/36: educational and research exceptions*
The 36th meeting of the Standing Committee on Copyright and Related
Rights (SCCR) at the World Intellectual Property Organisation (WIPO)
took place in Geneva from 28 May to 1 June 2018. Communia and IFLA were
there to advocate for better exceptions and limitations to copyright for
education and research. As Ariadna Matas (IFLA) wrote in her report
from the meeting “One of the main outcomes of SCCR36 is that libraries,
archives and museums will remain on the agenda for SCCR at least through
2019, with the next meeting taking place in six months’ time, around

In US a few music rights holders are pushing for an additional handout
to protect musical recordings created before 1972. The bill is called
the Compensating Legacy Artists for their Songs, Service, and Important
Contributions to Society Act (or CLASSICS Act) and would prevent
pre-1972 sound recordings from entering the public domain until 2067.

*Dear colleagues,As you may have heard, in March I spent a couple of weeks
at UNESCO for Mobile Learning Week and to network with folks there about
global goals for education and Wikimedia in education. A few really great
opportunities came up, but one of them is quite pressing. The UNESCO
Communications and Information Sector

leading the initiative for the General Conference
<https://en.unesco.org/generalconference> to adopt a recommendation about
the use of OERs to achieve Sustainable Development Goal 4 (SDG4). Some
background information on recommendations can be found here

A quick summary is that a recommendation, though not an enforceable policy
mechanism, requires that member states who apply to it adopt national
policies that align with the recommendation and report on their compliance.
Essentially, we have the opportunity to be a part of influencing policy
around the use of Open Educational Resources (OER) in education. UNESCO
adopting this policy will mean that governments around the world will be
strongly compelled to support the use of OER in education. For us, this
means that Wikimedia projects will have a stronger reputation in education
globally. Wikimedia projects are OERs that not only allow students to
consume information, but that support the critical consumption of
information as well as empower students and educators to be content
creators. Contributing to this policy recommendation will give us the
opportunity to advocate for that message, and support the work of community
members around the world who are doing education programs.We have been
formally invited to participate in the open invitation for comments on this
recommendation, and the deadline is set for June 1. I’m asking for your

page 32. I am hopeful that you will align your Fellows program
recruiting to match the coverage and accuracy needs of the wikipedias.
And again, I want to take this opportunity to reiterate my
recommendation to establish an essay contest for students on topics
such as economics, or any of Wikipedia's under-represented sciences or
humanities. The last time we discussed this question I did not
understand the reasons that you suggested such an essay contest would
be inappropriate. You not only objected to the idea of an essay
contest, but you asked me to not run such a contest myself, saying
that asking Education Program students, "to write essays would be
counterproductive given the mission of our program, our organization,
and the Wikimedia movement. We will not support this effort, and ask
that you do not reach out to them on your own."
Is that still your position on the subject? You didn't provide any
reasons that the best Wikipedians aren't also the best essay writers
on the Wikipedia projects. You didn't say how you measured the
purported counterproductivity, you didn't say whether the restraint
you asked of my freedom of expression was an official or a personal
request, you didn't offer anything which would make me less likely to
want to run such an essay contest myself, and you didn't say whether
Frank Schulenberg or Katherine Maher agree with your refusal, your
assessment of counterproductively, or your request that I not hold
such a contest.

At the beginning of 2018, the Wiki Education Foundation ran a 3-month pilot
to engage academic experts (mostly professors at universities in the U.S.)
to improve English Wikipedia articles related to their areas of expertise.
We're pretty happy with how the pilot turned out -- we had some great
improvements to articles, and, more importantly for a pilot, we learned a
*lot* about how to run a program like this successfully.
The team that worked on it put together this extensive evaluation report on
what we did, what we learned, and what the outcomes were from the pilot:
