Os.wikipedia was requested around the same time as the Võro kiil` Wikipedia, but it was created sooner. One possible reason is that they had an off-site Ossetic version of Wikipedia that they set up, which might've helped increase the apparent urgency for a developer (the sooner you set it up, the less likely they are to remain at a separate website, etc).
Since Võro is already being edited as part of the Test-wp on meta, I don't think a separate site would help here.
I don't know if it's exactly legal to use the name "wikipedia" for an off-site version, in fact I'm betting it's not, but the foundation has plenty of more important things to worry about than costly legal battles over whether or not such sites should be able to use the name, especially if it's only temporary.
Please don't do this. Violating the Foundation's trademarks is hardly a good start to getting your wiki accepted within the project. If it needs to be off-site, you should choose another name for it until it is officially a Wikipedia.
Is there actually any objection to Võro being created now at fiu-vro?
