Is this policy for all Wikipedias or only for English one?
I think, where is an English project bias here, example in "Requests" section (not all local committes have so many members as English Arbitration).

I agree. I think that all that can validly be given here is a list of the existing arbitration committees, and how to contact them.
While there may be a need for an arbitration committee for meta, the en:wp committee should not be viewed as automatically having authority on meta.

Well, no. The AC on en:wp is for en:wp. I thought the dispute resolution procedure on meta was more the stewards going "hell no" from time to time.

The page is, at present, a copy-paste of [[en:Wikipedia:Arbitration Committee]]. It came into existence because people were asking "what is this arbcom thing", it being mentioned in describing several high-level privileges (CheckUser, Oversight). Feel free to rewrite it...
