It's the same root problem. No, the link is not functional. (It'll get you to the block page, but it will refuse to do anything.)

Some change in the login system presumably is at fault. I'm not very familiar with the login system and am not sure what changed offhand. I've been hoping Lee would take a look at it, having recently tweaked it while integrating some changes from Tim, but if he doesn't I'll see what I can do.
