What I'm not so sure of is that Jimbo would agree with Mr Tresman here.
I have no idea either. But it is frustrating spending more time discussing "non-notability" and policy, than improving and writing articles, and a simple quick response would save a lot of people a lot of wasted time.

The important to small group factor can be overextended. Most notable restaurant in X city, sure. Most notable chili restaurant in X City? quite possibly. Most notable texas-style non-chain chili restaurant in X city? Such an article was recently kept, somewhat to my amazement.

remember the 50% rule! Every additional modifier decreases the (arbitrary) importance of an achievement by 50%.
"Best new book". "Best new non-fiction book". "Best new non-fiction book by a female author". "Best new non-fiction book by a female Canadian author". "Best new non-fiction book by a female Canadian first-time author".
