Apparently, it needs proof that the written form is a separate
language, which is (apparently) impossible to provide. (this
conclusion is based on private discussions)

I don't think this has anything to do with
it, actually.
It's got speakers, it's got an orthography, it's a different language with
a code, it's got active newspapers and book publishing in that orthography,
and it's got someone requesting it so they can start work on it. What else
does it need to go forward?
